NSRA Shop

The Association’s principal controlling body is the Board of Management, who may delegate any of its powers to Committees. The Shooting Council oversees any target shooting matters for all the disciplines governed by the Association. It comprises of Members of the Board of Management, Administrative Members, Members nominated by County Associations and Invited Observers, both Civilians and from the Armed Services.

Board of Management

The Association’s principal controlling body is the Board of Management, the members of which are also the Trustees of the Charity. The Board has a maximum membership of 16, all are volunteers:

Four ex officio members:

Chairman and one Vice Chairman - Elected by the Shooting Council

Two Treasurers - Elected by the Annual General Meeting

Twelve elected members:

Three members - Elected by the Shooting Council

Nine members - Elected by the Annual General Meeting

The Board elects one of its members as an additional Vice Chairman. The current members of the Board are:

    Mike Arnstein

    CHAIRMAN

    Mike Arnstein is a former pharmaceutical drug development Project Manager with a proven record of delivery. A good listener and communicator, Mike has the ability to build strong collaborative teams. He started shooting at around 13 and has represented school, university and county as well as being involved with NSRA GB teams (Dewar, Pershing and Roberts Matches).

    Mike shoots small-bore and 6mm at 300m. He also dabbles in air pistol and clays.

    Matthew Guille

    VICE CHAIRMAN

    Matt Guille has a broad experience in rifle shooting. He was a competitive air rifle, 3P and prone shooter from his early teens, and his first European Championships for Great Britain was in 1982, he still shoots competitively and is the British 300m Champion.

    Matt brings his working experience to the Board, in education and design of courses from his work in universities, together with strategic decision making from leading international research programmes and advising governments. Today his main focus on the range is coaching athletes on the Olympic and Paralympic pathways for British Shooting.

    Janet Howden

    MEMBER

    Janet is a recently retired Informatics and Information Technology professional with 38 years NHS experience in large acute Hospitals.  She has successfully led a number of complex mergers of Information Services and Information technology and delivered major organisation changes.

    Additional to Janet’s work achievements she has a background of successfully representing Great Britain in both .22 and 300m events over a period of two decades and has held three British records. She now shoots for pleasure and as well as .22, 6m BR 300m shooting, she has been known sometimes to shoot air rifle and air pistol.  She is currently Secretary of her local Small-bore & Air club in Yorkshire and the GB300m Club based at Bisley.

    Robert Dowling

    MEMBER

    Robert Dowling joined the Board in November 2020, bringing with him a unique combination of financial expertise, international competitive shooting experience, and a deep commitment to effective governance.  A scientist by training and a financier by trade, Robert is committed to improving the financial health of the NSRA and is passionate about both the sport and its governance.  He strives to modernise the Association whilst respecting its rich history, ensuring it remains relevant and effective for all members of the UK target shooting community.

    An accomplished small-bore prone and three-positional rifle shooter, with 20 international caps to date, Robert has also served as a Great Britain Team Official, and worked behind the scenes at several major events.  He is currently the Competition Secretary for his local Association, Worthing and West Sussex SBRA.

    Michael Chapman

    MEMBER

    Michael Chapman is a founding member of NSRA Ltd and has been an integral force within the organisation for over 20 years.  A member for over 60 years, Michael is also a member of the Shooting Council.

    His strong background in engineering eventually saw him move into consultancy work within the UK Copper industry.  Now retired, Michael’s second passion after target shooting is bees.  He is an avid beekeeper and sells the produce at a local market. 

    Michael has a life-long love for target shooting and is a keen advocate for benchrest, a discipline in which he competes regularly.  He greatly enjoys the Bisley National Rifle Meeting and will often be seen competing in the benchrest events.

    John Lloyd has a background in Engineering and Management along with a long history with the Scout Association as both YPS Tutor Trainer for Air Pistol, Air Rifle and Sport Crossbow and as a Trustee for variant divisions.  He has competed for Great Britain twice as a Mayleigh team member and completed NSRA qualifications to County Coach level.

     John is the Chairman of the Pistol and Crossbow Committee and a passionate advocate for pistol, crossbow and supported disciplines.  He is also a keen promoter of accessibility in target shooting and visually impaired (VI) shooting.

    Peter Le Marinel

    MEMBER & TREASURER

    Peter has a background in accountancy and related roles spanning 38 years, predominantly within Jersey’s regulated offshore finance industry.  He is a Member of the Association of Accounting Technicians and brings a vast array of experience to the team both professionally and personally.

    A skilled target shooter for over 45 years, Peter has competed internationally in 10m Air Rifle and 50m Prone and Three-Position Rifle events. He has held various volunteer positions, including Field of Play Volunteer for the London 2012 Olympics, Club Treasurer and Association Treasurer. 

    He is currently a Coach for the next generation of athletes and is campaigning and fundraising for a new town-centre range facility dedicated to engaging people of all ages, backgrounds and abilities.

Committees

The Board of Management may delegate any of its powers to Committees in accordance with Article 33 of the NSRA's Articles of Association.

Members of Committees are elected annually. Not less than one-half of the members of a Committee must be elected by the Shooting Council, the remaining places being subject to appointment by the Board of Management. With the exception of the Special Awards Committee, the Chairman of a Committee must be a Member of the Board of Management.

Standing invitations to attend Rifle Committee meetings are given to the current GB Team Captains for the Randle, Dewar, Roberts and Pershing Matches.

Shooting Council

The Shooting Council is governed by Articles 38 to 43 of the NSRA’s Articles of Association. The Council normally meets three times a year. Its duties include:

  • Establishing the rules or conditions for competition

  • Making recommendations to the Board of Management on all aspects of the sport of target shooting

  • The determination of Shooting Matters

  • The election of members to serve on the committees established by the Board of Management

The membership of the Council comprises:

  • The Members of the Board of Management

  • Administrative Members (A maximum of nine, elected by the Shooting Council)

  • Members Nominated by County Associations - One member nominated annually by each NSRA-affiliated County Association (Category C)

  • Invited Observers - A number of organisations and groups are entitled to appoint Invited Observers on a non-voting capacity
