An Announcement From Our Chairman, Mike Arnstein

After 19 years with the NSRA, Dave Froggett has decided to retire. Dave has worked tirelessly in his roles with us and showed incredible commitment, particularly over the last few years where he would commute weekly (over 320-mile round trip) to the Bisley offices, in his role as CEO. Together with Tessa Shorey he worked relentlessly to ensure the survival of the NSRA after COVID19. We are all extremely grateful for what he has achieved for our community. Dave will leave the Association in early March, directly after BOAG.
I am pleased to announce that the Board have appointed Tessa Shorey to lead the NSRA, she will take over from Dave, with whom she has been working very closely for the past 3 years, in March 2026. Tessa is a dynamic leader with a background in finance, operations and systems management who has been with the NSRA since September 2019.
As Finance Manager, she has delivered major improvements in financial processes, strengthening oversight and implementing accurate cashflow forecasting, that eliminated late payments and has enabled the organisation to reduce its debt. She has been indispensable in working through the NSRA’s financial challenges and putting the current, more stable situation in place.
Her expertise includes collaborating with the JustGo company to enhance information standards and implement ongoing system improvements. Tessa has successfully helped manage complex projects, such as coordinating office and range relocations due to Civil Nuclear Constabulary requirements and in negotiations with the National Rifle Association regarding historical disputes and the 2002 Lottery Funding agreement.
In addition to her financial leadership, Tessa has modernised IT systems, addressed on-the-ground technical issues, and liaised with service providers to ensure smooth operations.
Tessa has admirably supported the CEO in planning, organising, and delivering major events like BOAG and the Bisley National Rifle Meeting, demonstrating her ability to combine strategic vision with practical execution. She has a good working knowledge of technical shooting matters including legislation, the coaching scheme, competitions, and membership. In collaboration with the Board, Tessa will play a vital role in the adoption of the new Articles of Association and improving the transparency and reputation of the NSRA.
Tessa will become the first woman in the NSRA’s history to lead the Association, and with over 6 years’ experience with us, she brings a broad understanding of the organisation’s needs, helping to deliver consistent operational excellence. The Board wish her well in her new role as she leads the Association into the next phase of its development.
