There was a error in the list of Board Members shown on page 6 of On Target, Summer edition, which reached members last week. This was the omission from list of John Lloyd, the former NSRA Chairman, and sincere apologies are offered to him for the embarrassment caused.
The omission was an unforeseen reaction to an amendment made earlier in the article during final proofing.
The list of Board Members shown in the Reference section of the website has been updated to show the current position.
The Scottish Government is proposing to change the legislation relating to the temporary use of land for up to 28 days per calendar year, without planning permission. This proposal seeks to remove this exemption from being applied to shooting ranges for fixed targets.
This could have an impact on target shooting facilities, for example future NSRA Scottish Meetings.
The Scottish Government has opened consultation and this is now live and runs until Wednesday 23rd August 2023, which is the closing date for responses. The consultation can be seen at:
Section 6.2 and Question 30 relate to shooting ranges, and chapter 8 of the document explains how to respond to the consultation.
It is important for Scottish Clubs and shooters to respond to this consultation to reduce any potential impact on our sport.

It gives guidance on the approval of rifle, miniature rifle and muzzle-loading pistol clubs.
The guidance also explains the criteria and conditions which clubs must meet in order to obtain approval and remain approved.
The latest update, issued in April, added information on the role and responsibilities of gun club liaison officers.
The National Smallbore Rifle Association (NSRA) can confirm that it has been the victim of a cyber-attack. We are unable to provide any further information while a police investigation is ongoing. All our IT systems are fully operational, no funds have been lost and we will communicate fully to our members on the conclusion of the police investigation. We can confirm that this attack has not affected the membership portal, which remains secure.
The NSRA 50m Championships is due to take place on 16th – 18th June 2023.
The meeting consists of four Championships shot under NSRA and ISSF Rules for Prone and 3 Position shooting.
The main competitions are shot under NSRA Rules, but there are concurrent competitions under ISSF Rules for those whose equipment is compliant.
Shooters that normally shoot Prone under NSRA Rules can take part in the main competition for this event.

At the meeting of the Shooting Council on 25th March 2023, two changes to NSRA Rules and Regulations were agreed, and they are effective from 1st April 2023.
The changes only affect Rules 3.5.1 and 3.5.2, which deal with the age qualifications for competing as juniors and veterans.
Following the recent resignation of John Lloyd, on Saturday 25th March the Shooting Council elected Mike Arnstein as Chairman of the Association. The appointment was effective immediately.
At the time Mike was the Association's Vice-Chairman and he has relinquished this post. In his place the Council appointed Matt Guille, who was already a Board Member. This appointment as Vice-Chairman also takes immediate effect.
